Cos if so why can I see a whole bunch of mod actions on the lemmy.ml mod-log but not here? If it doesn’t how/why would any other instance respect a moderation action by another instance let alone know about it?
Most actions federate, any exceptions which aren’t federated yet are generally just there because the federation logic has not been implemented (but improvements are constantly being worked on).
Generally federating the modlog is mostly just there for informative purposes. As in, we can check what mod actions were taken on instance A through the modlog on instance B (and there is no mechanism in Lemmy for other instances to retroactively remove or hide federated modlog items, btw).

Can you dumb what you said down? Like way down lol I get what you are saying, but I’d understand it more throughly broken down elementary school style if u don’t mind. I think that would also maybe help the people who aren’t as technical being fediverse has a lot of moving parts.

Im 2nd of another admin on our instance, and sometimes I’ll see removed posts or comments to which I can restore them. What is up with that ? I don’t get it.
Can other admins remove my instance stuff vise versus? And restore vise versa ?
Regarding your question:
Lemmy federation basically works by copying stuff from their source instance to all other federated instances. So if I write a comment on lemm.ee, other federated instances will get their own copy of my comment. They will also all know that the “authority” for this comment is lemm.ee.
If an admin on another instance decides to delete their local copy of my comment on lemm.ee, then they are always free to do so (for example, some instances might want to moderate more strictly), but any actions they take like this are limited to their own instance - for the rest of Lemmy, lemm.ee remains the authority for this comment, so individual remote instance admins taking actions won’t have any effect on any other instances.
As for the original topic of modlog federation, basically it just boils down to this: just like with the comment example above, Lemmy instances also save a local copy of incoming federated mod logs. The Lemmy software does not yet have 100% coverage in terms of federating mod logs (for example, there are no federated logs yet for instance admins banning remote users), but this coverage has been increasing, and I expect this will eventually get to 100% (just needs more dev time really).
Also, if some instance admins try to tamper with their mod logs, then other instances can still see the real history, because there is no way for an instance admin to delete copies of their mod log from other instances.
It federates…ish.
Some instances federate actions better than others, and even then it can be random which get properly federated- a lot of time site/community bans don’t get federated to the modlog right but content removals almost always do. I have a feeling this is largely intentional.
The most reliable method is always to check the home instance of the community/user directly.
It is, but the only fully federated things are instance oriented moderations. No one can federate out changes on to communities on other instances. Those actions would only show for their local users.

Not everything federates. Not everything needs to. For example, if you ban a user from a local community, that action is handled locally.
I think. I’m not completely clear on which data is stored on your instance and which is on the remote instance.

Thats not comforting. I checked the documentation and that seems to think its federated. I heard that .ml is selectively federating the modlog is that perhaps what’s going on if so idk why its still effecting other instances?
I’d add .mls matrix chat to stay on top of what they are up to. Do not chat with them at all in the matrix room.
Only use it to watch what they are talking about.
Don’t quote me on this, bc like said, federation all that and the mod log removed is messy and ain’t no damb body gunna actually be straight with you and go “Yea I purge it so my biased removeded up banning streak won’t show. Gotta look honest not be honest remember?”

Anyway, go to their instance and type ‘federate mod log’ into their search. You should find some dialog about it
